Applying the Transport Standards, Amendment 2026 and Whole-of-Journey principles
Course Overview
This session develops participants’ understanding of the Disability Standards for Accessible Public Transport (DSAPT) and the 2026 Amendment. It focuses on interpreting the requirements and applying them to premises, infrastructure, conveyances and real passenger journeys.
The course also explores the difference between meeting individual technical requirements and providing a journey that passengers can find, understand and use consistently.
What the session covers
- Understanding the Standards and Amendment: Navigating the original DSAPT alongside the 2026 Amendment, identifying relevant provisions and using the supporting Guidelines.
- Application and transition: Determining how requirements apply to different assets and services, including commencement, transitional provisions, existing assets, upgrades and replacements.
- Key technical changes: Changes affecting access paths, vertical movement, waiting and boarding areas, conveyances, passenger information, signs and other elements of a transport journey.
- Equivalent access and direct assistance: Understanding when these concepts may be relevant and considering the reliability, dignity and independence of the passenger experience.
- The whole journey: Following a passenger from planning and arrival through ticketing, navigation, waiting, boarding, travel, interchange, alighting and reaching the destination.
- Universal design in practice: Considering how clear information, predictable routes, usable interfaces and effective disruption responses improve the journey.
- Different passenger perspectives: Exploring considerations for people with mobility, vision, hearing, cognitive, communication and psychosocial disabilities, including people with fluctuating or overlapping needs.
Practical scenarios and guided discussion will help participants identify where a journey may break down and consider more accessible responses. The session does not include a formal auditing component.

This course is suitable for transport operators and providers, government transport personnel, asset and facilities managers, project managers, designers, architects, engineers, access consultants, customer experience teams and operations staff involved in public transport.
